Which villian would be perfect for Christopher Nolan’s ‘Batman 3′?

The story of Wrath is a very intriguing. Wrath is basically the same as Batman but has a different purpose. He is against law enforcement because Commisioner Gordon shot and killed his parents. Similar to Bruce Wayne’s life.
The Riddler is most likely, but I think Red Hood would be a much better villain. It’s too bad the Joker’s dead, I’d love to see Harley Quinn.
